Let me give you a real-world example of how laws work in South Africa.
My sister was putting up Clearview fencing outside her own home. A building inspector just “happened” to be driving past, stopped and demanded to see the house plans to check whether the fence was within the building lines.
They produced the plans showing that everything was compliant. He then claimed the plans were invalid because they were more than 6 months old. Nothing about the house had changed.
He then demanded that they use a metal detector to locate steel rebars from when the house was built more than 50 years ago. They actually managed to find 1 or 2.
Still, he kept coming back and harassing them almost daily.
This is in a middle-class suburb where people generally obey the law, pay their rates and taxes, pay for their electricity and water and try to do everything by the book.
Meanwhile, just a stone’s throw away, people invaded and illegally occupied land. They destroyed the business that operated there brick by brick. They erect structures without approved plans, string up illegal electricity connections, dump their rubbish everywhere and block drainage systems.
They are rewarded with free water, sanitation and other services funded by taxpayers. Sometimes government even builds no-fee schools, clinics, parks and sports fields in these areas. The law protects them.
That’s the perverse incentive we’ve created in South Africa.
The more compliant you are, the more you will be regulated, inspected, fined and micromanaged.
Being a law-abiding, rates-and-utilities-paying taxpayer doesn’t buy you less interference from the state. It just makes you an easier target for more of it.
