Reporting should never be another barrier for survivors.
Our findings from 13 tertiary institutions surveyed in Delta State reveal that 38.5% lacked survivor-centered reporting systems for responding to sexual harassment.
Survivors deserve reporting mechanisms that are safe, confidential, accessible, and designed to prioritize their dignity and wellbeing. Without these systems, many incidents go unreported, leaving survivors without the support and protection they need.
Through the Campus Safety Initiative, we continue to support tertiary institutions in strengthening survivor-centered response systems, improving reporting pathways, and building campuses where safety, accountability, and justice are embedded in institutional practice.

A policy without funding is a promise that is difficult to keep.
Our findings from 16 tertiary institutions surveyed in Bayelsa State reveal that 71.4% do not have dedicated budgets to support the implementation of their anti-sexual harassment policies.
Effective policy implementation requires more than commitment, it requires sustained investment in awareness, training, reporting mechanisms, survivor support, and institutional accountability.
Through the Campus Safety Initiative, we continue to work with tertiary institutions to strengthen the systems, resources, and structures needed to translate policy into meaningful protection for students and staff.

Policies need more than approval, they need investment.
Our findings from 33 Tertiary Institutions surveyed in Bauchi State reveal that 54.6% have no financial allocation to support the implementation of their anti-sexual harassment policies.
Without dedicated funding, even the strongest policies risk remaining words on paper rather than tools that protect the campus Community and strengthen institutional accountability.
Through our Campus Safety Initiative, we continue to support tertiary institutions in translating policy into action by strengthening implementation systems, accountability mechanisms, and survivor-centred responses.

We commend our partner institution, Chukwuemeka Odumegwu Ojukwu University (COOU), for demonstrating leadership and institutional accountability through its decisive action against sexual harassment and other forms of misconduct. This reinforces the University's commitment to upholding zero tolerance for sexual harassment and fostering a culture of accountability and integrity.
Decisions like these are critical to building trust in institutional systems. They send a clear message that misconduct has consequences, encourage reporting, and affirm that safer campuses are only possible when policies are backed by decisive action and accountability.

In Kaduna State, Al-Kausar College of Health Technology, AP Smart College of Health Science and Technology, and Lodestar School of Health and Technology have demonstrated institutional commitment by advancing the operationalization of these policies within their campuses.
Through the Campus Safety Initiative (CSI), tertiary institutions are taking steps to operationalize Anti-Sexual Harassment Policies, strengthening systems for prevention, reporting, accountability, and support.
Policies are only effective when they are backed by action. 💙
Our recent findings from 14 tertiary institutions surveyed in Akwa Ibom State reveal that only 7.1% had dedicated budgets to support the implementation of institutional policies.
This highlights the need for stronger commitment beyond policy development, including adequate resources, accountability structures, and sustainable systems that ensure policies translate into meaningful protection for students and staff.
Through the Campus Safety Initiative, we continue to work with institutions to strengthen policy implementation and build safer, more accountable learning environments.
