It provides a permanent benchmark. Even if it takes time (as Smith says in the clip), teachers can be compensated in the interim for larger class sizes.

CBE schools officially declared as having outbreaks are still requiring that online teachers, who can run their virtual classrooms from home, go into the school (an outbreak zone) to work. This is getting ridiculous @UsihChristopher @CMOH_Alberta
