Presentation helps immensely but personality does the heavy lifting in the long term.
Timing is important. Many of the most known Vtubers started early when there weren't too many of them around.
For those who got in later, it took a while for them to get followers, years even.
Mix all of that with luck. Maybe you streamed just in time to get a raid from a bigger name and you get your start there. Maybe you do an offhand comment that goes viral and you get an audience.
The only constant thing I can say is it requires work and success isn't guaranteed.

People aren't actively ignoring your art, they're just looking for what they like.
Not taking this fact personally helped me a lot.
I still know it happens, it still hurts a bit but it won't sink on me.
Just keep moving forward.
After my previous drawing referencing Yume Niki, I replayed .flow (or simply dotflow).
Still as amazing as I remember and very inspiring.
