I am honoured to announce that the historic ‘Islamabad Memorandum of Understanding’ has been electronically signed today between the United States of America and the Islamic Republic of Iran. The Memorandum has been signed by honourable Presidents of both the countries and also endorsed by me as the mediator. The signing of this agreement at the highest level of the respective governments demonstrates the commitment of both sides to a diplomatic resolution of the conflict. Islamabad MoU shall enter into force with immediate effect and as a first step, Islamic Republic of Iran will instantly reopen the Strait of Hormuz and the United States of America will immediately lift the naval blockade.
I offer my heartfelt congratulations and sincere appreciation to the President of the United States, Donald J. Trump whose steadfast commitment to diplomacy and preference for peaceful resolution have once again helped end a conflict that could have led to devastating consequences for the region and beyond. I also commend the dedication and tireless efforts of the United States negotiating team, including J.D. Vance, Steve Witkoff and Jared Kushner, for their invaluable contributions to this achievement.
I express my profound respect and appreciation to His Eminence Ayatollah Seyyed Mojtaba Hosseini Khamenei, the Supreme Leader of Islamic Republic of Iran and President Masoud Pezeshkian for their wisdom, foresight and statesmanship in embracing the cause of peace. I also wish to recognize the efforts of the Iranian negotiating team, including Mohammad Bagher Ghalibaf, Abbas Araghchi and Eskandar Momeni, whose patience, perseverance and commitment to constructive engagement were instrumental in bringing this agreement to fruition.
I would especially like to acknowledge the sincere efforts and constructive engagement of the leadership of the State of Qatar in helping reach this point. I also highly commend the leadership of the Kingdom of Saudi Arabia, the Republic of Türkiye and the Arab Republic of Egypt for their indispensable role and invaluable contributions in this regard.
I would also like to make special mention of Field Marshal Syed Asim Munir, whose tireless efforts, selfless dedication and instrumental role were critical in facilitating this breakthrough and advancing the cause of peace and regional stability.
May this Memorandum of Understanding serve as an enduring foundation for greater understanding, mutual respect and shared prosperity for the complete region.

लामो समयको अन्योल र आशंकापछि बुढीगण्डकी राष्ट्रिय गौरवको आयोजनालाई नवनिर्वाचित रास्वपा सरकारले पुनः अघि बढाउने पहल गर्नु सकारात्मक छ।
यस सन्दर्भमा यो रूपान्तरणकारी परियोजनाको एक प्रमुख पहलकर्ताको नाताले केही अति महत्वपूर्ण पक्षवारे बेलैमा सरकारको गम्भीर ध्यानाकर्षण गराउनु आफ्नो नागरिक दायित्व ठानेको छु:
सबभन्दा आधारभूत र महत्वपूर्ण कुरा, देशको मध्यभागमा र काठमाण्डौ,पोखरा र भरतपुर जस्ता ठूला शहरहरूको वीचमा रहेको यो परियोजनालाई एउटा थप विद्युत उत्पादन (१२०० मेगावाट) को साधनको रूपमा मात्र हैन देशको बहुआयामिक आर्थिक रूपान्तरणको केन्द्रको रूपमा बुझ्न जरूरी छ।
अल्पविकसित अर्थतन्त्रलाई औद्योगिक अर्थतन्त्रतर्फ फड्को (Take-Off) हान्न वा आर्थिक मन्दीलाई अन्त्य गर्न इतिहासका विशिष्ठ मोडहरूमा त्यहाँका दूरदर्शी नेताहरूले यस्तै बहुआयामिक मेगा-प्रोजेक्टहरूलाई उच्च प्राथमिकताका साथ कार्यान्वयन गर्छन्/गराउँछन्। अमेरिकाको Tennesse Valley Authority, भारतको Bhakra Dam, चीनको Three Gorges Dam, इथियोपियाको Grand Ethiopian Renaissance Dam आदि यसका विश्वचर्चित उदाहरण हुन्।
एक Regional Development Planning को विद्यर्थीको नाताले मैले पनि आफ्नो छोटो प्रमकालमा यही सोंच र तिनै उदाहरणहरूबाट अभिप्रेरित भएर अरू राष्ट्रिय गौरवका आयोजनाहरू (१७ वटा) अतिरिक्त बुढीगण्डकी आयोजनालाई विशेष प्राथमिकतासाथ अघि बढाएको हुँ। त्यसनिम्ति अधिकारसम्पन्न छुट्टै 'बुढीगण्डकी करिडोर विकास प्राधिकरण' ( Authority for Budhigandaki Corridor Development -ABCD) को परिकल्पना गरिएको थियो। परन्तु तत्काल छुट्टै कानून बनाउन संसद नरहेकाले गठन आदेश मार्फत् 'बुढीगण्डकी विकास समिति' बनाएर काम द्रूत गतिमा अघि बढाइएको थियो।
स्मरण रहोस्, फेवाताल भन्दा १५ गुना ठूलो त्यहाँ बन्ने तालको बहुआयामिक उपयोग, त्यसको वरिपरिका गोरखा,धादिंग र चितवनका ठूला टारहरूमा दर्जनौं नयाँ शहरी वस्तिहरू, तल्लो तटीय क्षेत्रहरुमा थुप्रै नयाँ जलविद्युत आयोजनाहरू, माथिल्लो हिमाली क्षेत्रहरूमा पर्यावरण संरक्षण र आकर्षक पर्यटन केन्द्रहरू, ताल वरपरको रिंगरोडमा पुनर्वास र विविध उद्योग-व्यवसायहरूको स्थापना आदिले नेपालको आर्थिक-सामाजिक रूपान्तरणमा गर्ने योगदान अतुलनीय हुनसक्छ।
परन्तु वीचका सरकारहरूका पालामा केकस्ता हर्कतहरू भए र देशलाई कति अपूरणीय क्षति भयो त्यसको हिसाबकिताब इतिहासले एकदिन अवश्य गर्नेछ।
अहिलेको सरकारलाई ती गल्ती सच्याएर अघि बढ्ने राम्रो अवसर छ। सभामुख, अर्थमन्त्री त्यही क्षेत्रका भएकाले र स्वयम् प्रम इन्जिनीयर समेत भएकाले साथै उर्जाशील उर्जामन्त्री भएकाले यसको महत्ववोध अवश्य गर्नुहुनेछ। बुढीगण्डकी आयोजनालाई अरू सामान्यमाथि एउटा थप जलविद्युत योजना मात्र हैन देशको अर्थतन्त्रलाई नै फड्को लगाउनसक्ने विशिष्ठ रूपान्तरणकारी आयोजनाको रूपमा ग्रहण गर्नुहुनेछ।
त्यनिम्ति निर्णायक महत्वको कुरा, यसलाई विद्युत प्राधिकरण मातहतको एउटा सामान्य 'कम्पनी' मार्फत् हैन छुट्टै ऐनद्वारा गठित अधिकारसम्पन्न 'बुढीगण्डकी जलाधार विकास प्राधिकरण' मार्फत् बहुउद्देश्यीय परियोजनाको रूपमा निर्माण र व्यवस्थापन गरियोस्। अन्यथा यो पुनः 'हात्ती आयो, फुस्सा ..' हुनसक्छ!
