BREAKING: Police fatally shoot unidentified man in Madison, Wisconsin.
According to witnesses, the man was shot in the head three times by police.
The video of the shooting was posted by Richard Hegwood, who lives in the neighborhood, to his Instagram.
“They catch the dude, they have him on the ground, he’s struggling, he’s struggling to get up, and that’s when they shot him, they shot him three times,” Hegwood told Wisconsin Public Radio. “I never saw a weapon, he never brandished a weapon.”
