Pierre Falardeau y décrivait des Québécois traités en porteurs d’eau sur leur propre territoire, condamnés à se laisser dicter les décisions fondamentales de leur société par des élites sans aucune légitimité démocratique.

L’ONF a tenté de neutraliser le film en exigeant un commentaire « neutre ». Falardeau a dû le distribuer lui-même en payant la production des VHS, et en disant aux gens de le voler, de le copier et de le distribuer.

Le film est toujours aussi pertinent.
