“Motorist” and “cyclist” already indicates both a person and their control of their mode of travel.
Nearly all cyclists are drivers, although I’ve never heard of a specific % from MPI.

Wpg gets 2 weeks of -30 if we’re lucky, but it’s mostly like TO was a couple of decades ago. Advocacy stresses 30k roads where bike infra not exist as default. @BikeWinnipeg
@observinthecity@Tainley_Sir Most effective is an occupy tactic done in Wpg this summer. Legally take the lanes for right and left turns…at all 4 corners. Signal. One foot down stop for each person. Riders ride single file but legal exception for ACAP when making left turn (or when passing). Check HTA
