Something like this is sorely needed, especially at first for those communities in close proximity to each other across the Tavush-Qazakh border. Doesn't necessarily have to be through the CoE and can even be undertaken by the two governments themselves on their own, but this is the way forward for people-to-people contact.

For now the only proximity is the border in the very north, but over time as IDPs return on the Azerbaijani side, it will become necessary for the entire length. Could accompany the border delimitation and demarcation process and something for Yerevan and Baku to consider.
