By your logic, if the odds of dying in a car crash are so low, then we may as well get rid of seatbelts and airbags. But that would increase the probability of dying in a car crash, wouldnt it? Unless the odds are zero, having access to a potentially lifesaving measure is valid.

That is so unbelievably low that it is not a reasonable factor to consider relative to whether phones should be allowed in schools. Indeed, they should not be. No policy should ever be dictated by such an improbable outcome.
For comparison, the probability of an individual of dying in a car crash on any given day is approximately 1:3,085,345. In other words, you are 200 times more likely to die in a car crash than to be killed at gunpoint in a school. Do you get worried every time you put your kid in the car?
