Third opinion: Hope v. Wilkie, 19-1702 (nonprecedential), affirming Vet. Ct. denial of disability benefits for back condition and kidney condition bc neither was incurred in or caused or aggravated by his military service.

Finally, class certification will be reserved for those cases where appellants demonstrate the class device is a superior vehicle for litigating the class claim than a precedential decision.
