It’s for public sector retirees who paid into SS in the PRIVATE sector for years before going to work in the public sector where they paid into pensions but NOT into SS. Because they had a pension, the law reduced their SS to a smaller amt than they should have been paid.

But, because they had a public job at sometime in their life, their SS payment at retirement was greatly reduced. Now they will get the payment in accordance with what they paid in.
