Maybe she didn’t help with Kassam as it was pointless and not in the best interests of the city or county, but moving is? Maybe she not manoeuvring, but trying to get the best outcome for the most people?

This is about giving OUFC a secure, community-focused home with real local benefits—jobs, green transport, shared spaces. The real cost is doing nothing and killing the club whilst destroying a valuable community.

It’s just hard to think a CPO of a dilapidated stadium would be value for taxpayer money when those benefits, plus more, can be achieved elsewhere at no public cost and with significant environmental enhancements.

Is that a better deal for taxpayers than meeting a housing quota and an entire stadium development being privately funded?

Local government can pressure a landlord into settling with a tenant in a private rental agreement, even when the landlord has no intention to do so? A simple Google search says "no". I'd be fascinated to learn how this could work though.
