At last week’s CyCon Commanders Forum, Commandant Robert Gallagher 🇮🇪 presented the Cyber in Operations Handbook project. The handbook aims to provide practical guidance for operational planners and commanders on effectively integrating cyber capabilities into all phases of military operations and is is due for publication in May 2027.

"Countries and international organisations cannot ensure cybersecurity alone. We need to cooperate private sector, who is often in the front line of cybersecurity and is able to take the necessary steps faster than governments," said 🇪🇪 DefMin @HPevkur in his opening speech at #CyCon2026.
#CyCon2026 was honoured to welcome two heads of state to the stage today - @AlarKaris, President of the Republic of Estonia, and Petr Pavel, President of the Czech Republic.
A key takeaway: AI is reshaping the battlefield in both directions - enabling faster, more sophisticated attacks, while also becoming one of the most powerful tools of cyber defence.
But technology alone will not secure tomorrow. Investing in cyber defence means investing in education, awareness and international cooperation. No country, government or company can do this alone.
At #CyCon2026 in Tallinn, I said that #AI is reshaping cybersecurity — creating new threats, but also becoming one of the most powerful tools for cyber defence. Cybersecurity will not be determined by technology alone, but by resilience, trust and international cooperation.
The 18th International Conference on Cyber Conflicts, #CyCon2026: Securing Tomorrow, opened today in Tallinn, bringing together nearly 800 participants from 50 countries to discuss how governments, industry leaders, legal experts, and technologists can work together to adapt to emerging threats in the cyber domain.
The opening keynote was delivered by Jean-Charles Ellermann-Kingombe, NATO Assistant Secretary General for Cyber Defence and Digital Transformation.

The 18th edition of the International Conference on Cyber Conflict themed Securing Tomorrow is bringing together nearly 800 participants and more than 100 speakers from across governments, militaries, academia, and industry. 👉Today, we kicked off Workshop Day, featuring 24 sessions across technical, legal, and strategy tracks.

Locked Shields 2026 has kicked off!
The exercise brings together more than 4,000 cyber defenders from 41 nations to strengthen the protection of national systems and critical infrastructure against sophisticated cyber threats.
Over the course of the next two days, teams must defend a simulated national infrastructure against approximately 8,000 real-time cyberattacks - targeting systems including power grids, 5G networks, satellite and battle management systems.

📣 ENDEX! Locked Shields Partners’ Run 2026 has concluded - marking a critical milestone ahead of Locked Shields, the world’s largest live-fire cyber defence exercise.
Serving as the main rehearsal, the exercise brought together 16 Blue Teams, with experts from academia, industry, and defence institutions. Participants trained in the same high-intensity environment that national teams will face in just one month.
Beyond strengthening their own capabilities, they played a key role in shaping the upcoming exercise —insights gained here directly translate into an improved exercise environment for the main execution in April.
