The aircraft is operating for Air Congo under a wet-lease from Ethiopian Airlines, but the tail remains in Ethiopian colors because the rudder is a flight-control surface. Repainting or changing decals on the rudder can affect its balance, requiring additional maintenance, inspections, and recertification.
Looks like Air Congo wanted it quick.
