5. Don't ignore customer's request to refund membership fee, when reservation successes vs attempts is 0 out of 2.

What can @Zipcar do to improve?

1. Don't cancel reservations last-minute, yet only give a partial refund.
2. Don't move reservation 100 blocks from original location, then only give a partial refund.

3. Don't let managers place customers on hold for an hour because customer complains about items 1 and 2.
4. Don't ignore customer's request to get full refund for items 1 and 2
