The recent agreement on EU migration rules, including the creation of 'return hubs' outside the EU, is more than a policy shift. It points to a deeper transformation in how majorities are formed in the European Parliament.

In a new CEPS Commentary, @SophiaRussack and @NvOndarza argue that the EP increasingly resembles a national parliament operating under minority government dynamics, with the EPP acting as a key powerbroker between different potential majorities.
