Residents in the central Ethiopian town of Hossana have reportedly been forced to kill hundreds of their own dogs following a rabies outbreak that left three children dead and dozens of people hospitalized, according to a BBC report.
The news outlet reports that community associations linked to local administrative structures issued orders instructing residents to kill their dogs or face fines of up to 50,000 birr and possible arrest, even if the animals had been vaccinated. Eyewitnesses said that some owners hanged or beat their dogs, while others handed them over for killing.
Local officials said the measures followed a series of rabies-related deaths, with Mayor Samuel Shigute stating that the outbreak had killed three children and resulted in the hospitalization of around 80 others. He added that roughly 70% of the town’s estimated 10,000 dogs had received rabies vaccinations.
Veterinary experts and animal welfare advocates have condemned the mass killings. Dr. Alazar Ayele, a veterinarian cited by the BBC, said he was “deeply saddened” by the incident, estimating that between 400 and 450 dogs were killed within days.
“People dragged dogs out and killed them in shocking ways. This is immoral and unacceptable in religion, culture, and law. Videos show owners crying as their dogs were killed,” Dr. Alazar said.
Animal welfare campaigner Feven Melese, who runs a shelter and advocacy work in Addis Abeba, also told the BBC that although the killings had reportedly stopped, pressure on owners was continuing in some areas.
“Individuals were still going door to door asking people to get rid of unvaccinated dogs,” she said, warning that the campaign risked escalating beyond official oversight.
Feven’s organization has been among those calling for a shift away from mass culling toward coordinated vaccination, sterilization and humane population control strategies.
Local authorities have since described the killings as illegal and not formally ordered by the administration, with Mayor Shigute saying police had been instructed to investigate the incident, according to the report.
Animal welfare groups say the episode highlights the absence of systematic rabies control and humane animal management policies in parts of the country, where vaccination and neutering programs remain limited.
