A Fishing and Roving Exercise?

Priyank Kharge has written to RSS chief Mohan Bhagwat asking the Sangh to "register" itself and disclose its legal status, office bearers, assets and expenses.

This piece in @SwarajyaMag asks the questions the letter never answers:
- register as what?
- register under which law?

Registration in law is always registration as something — a society, a trust, a company.

The RSS, as a body of individuals, fits none of those boxes, and no statute compels such a body to register at all.

Article 19 of the Constitution guarantees every citizen the freedom to form associations.

By the same logic, the Roman Catholic Church, for all its influence, is not registered as a single legal entity in India either.

Chamu Shiva Shastry's argument is that this is a letter propped up as government authority but carries none. It cites no provision of law under which the information is demanded.

Had there been an actual tax default or an unlawful route march, the competent authority would simply have issued a notice and begun proceedings. Kharge as Home Minister could have ordered it yesterday if grounds existed.

A public letter that skips all of that is what lawyers call a 'fishing and roving exercise'.

The deeper worry the piece raises is the precedent.

Asking a person or body to prove its compliance with the law, absent any prima facie case, belongs to inquisitorial systems rather than ours.

Today it is the Sangh. Tomorrow it could be a citizens' movement, or a few friends at a tea shop airing their views about the government.

Implementation of Third Language (R3) under NCFSE 2023

In alignment with NEP 2020 and NCFSE 2023, R3 (Third Language) shall be introduced starting with class IX in the Academic Session 2026–27.

The initiative aims to strengthen multilingual learning and ensure that every learner studies at least two native Indian languages, in line with the aim of promoting India’s rich linguistic diversity.

Key highlights include:

* Internal school-based assessment for R3

Made this map of CAGR of growth of unique investors in India, in the last 6 years, using @latlong_ai Aaloka. The map shows significantly higher rate of growth north of the Vindhyas, as more and more citizens become a part of the investment community, across the country.
Imagine @FinMinIndia site or a hindi news channel or newsapaper or portal, showing Indian map with these labels to its intended audience, rather than a map with English labels.
Latlong Aaloka provides several script options for labels, including hindi.
Pls DM for access to try out Latlong Aaloka; also, suggest what you would like to see in maps, allowing us to create a great piece of software. 🙏

गत सप्ताह मध्यरात्रि एक कॉल अमरीका के नम्बर से आया ।

ये सज्जन तीन वर्ष पूर्व मुझे मिले थे तथा तब से धर्मान्श नियमित दे रहे थे ।

उनकी वाणी से स्पष्ट था कि वे कुछ कष्ट में थे ।

फिर जो उन्होंने मुझे कहा वह मैं उद्धृत (quote) कर रहा हूँ -

“ ओमेन्द्र जी , मेरा शरीर कैन्सर की अंतिम स्टेज में है तथा मैं अपनी भारत की कुछ सम्पत्ति को बेचकर धर्मान्श को अर्पित करना चाहता हूँ । इस धर्मांश का कुछ भाग आप कृपया पुष्पेन्द्र कुलश्रेष्ठ को भी भिजवा दें । मैं भारत आकर आप दोनों को यह धर्मान्श देता किन्तु अब शरीर में ऊर्जा शेष नहीं रही ।
मैं अपना जीवन जी चुका तथा मुझे मृत्यु का कोई भय नहीं है । बस धर्म हेतु कुछ कर सकूँ यही मेरी आकांक्षा है । “

इस कॉल ने जो प्रभाव मेरे चित्त पर छोड़ा , वह मैं यहाँ मित्रों के साथ साझा (share) कर रहा हूँ ।

1. मूर्ख हिन्दुओं को जब जाति के लिए एक कृत्रिम संघर्ष में देखा तो बहुत निराशा हुई कि किसलिए अपनी जान हथेली पर रख कर यह युद्ध मैं लड़ रहा हूँ ।
फिर जब ऐसे हिंदुओं के फोन आते हैं तो फिर हृदय आशा से भर जाता है । एक नई ऊर्जा मुझमें बह निकली ।

2. साक्षात मृत्यु के सामने भी इन सज्जन का धैर्य व धर्म के प्रति प्रेम अनुकरणीय है । Adult infantile हिन्दुओं के इस समुद्र में कुछ धीर-गंभीर भी बचे हैं । मन को सांत्वना मिली ।

3. जिस हिंदू को धर्मान्श का महत्व समझ आ गया वह अपना सर्वस्व धर्मान्श को देना चाहता है ।

4. यदि 1% हिंदू इन सज्जन जैसे हो जाएं तो पांच वर्षों में भारत पूरी तरह स्वतंत्र व सुरक्षित हो जाएगा ।

मनुष्य शरीर तो मरण धर्मा है, पर धर्म शाश्वत है ।

जन्म-मरण के चक्र से यदि हम स्वयं को प्रभावित ना होने दें तो ये हत्यारे माफिया क्या , स्वयं काल हमारा कुछ नहीं बिगाड़ सकता ।
