That way they don't have to interact with any of the existing factions. Some rando just shows up asking for help in the one place they know where 'heros' are.

@Neasper It's a pretty good legacy. The only way the faction is taken out is when WMDs are use. And from Blizzards side, they want a human faction to do bad things so they can say, 'see, it's not just the Horde that does bad things'.
