After the Leviathan- A Vision for a Future State is a remarkable book.
Lots of deep scholarship but it also draws on personal experience in the trenches of finance. It’s weird, urgent, dense but still very readable*. @AndreasWesemann has done something exceptional here, asking (and answering) the biggest questions about the function of the state.

@HMRCcustomers Hi Tom. I tried the ‘stay silent’ trick and it worked! I ignored all the Qs and finally got put in a queue. I waited for 35 mins, but when someone finally picked up they just hung up. I give up. You win. ( I assume this is purposeful to avoid refunding people).
@HMRCcustomers So, the trick is NOT to answer the questions? This is beyond surreal, if true. He is 16. They did all that security stuff with him last time and gave me a password. But that was 10 months ago. Is there an email where I can communicate with a human being about this?
@HMRCcustomers Hi Advil. I keep saying that the problem is that my query just triggers an automated (irrelevant) text and then hangs up. I’ve tried it 3 times today already with identical result. Should I try answering the questions inaccurately to see if I get a person?
@HMRCcustomers That is why I resorted to twitter (oddly it wasn’t my first choice to discuss tax affairs!): to try to find a human being. I’m used to sitting on hold for hours on end to get through to HMRC, but now even that is seemingly impossible.
@HMRCcustomers Hi Tom. But the problem is that it just sends me an irrelevant text and then hangs up on me. I never even have the chance to speak to a person. I have tried selecting other options just to see what happens- but same result whatever I try. It’s very exasperating.
@HMRCcustomers The only info I seem to be able to get is that I was due a response in May 2022. I know that - I have now been waiting over a year. When I did speak to someone they said it was due to a systems problem to do with merging his NI number. That was back in Aug 2022….
@HMRCcustomers@hmrccustomers I am trying to get tax back for my son from the 2021/22 tax year. I submitted an R40 in April 2022; I have phoned twice since then; but still nothing. Now it seems I cannot even talk to anyone at HMRC about this. Can you tell me what to do next?
