Mark Carney just lied to Canadians, claiming that he would still need a warrant under Bill C-2 to track your phone.

Here's the actual text of the bill, Section 487.11:

"A peace officer or public officer may, in the course of their duties... exercise any of the powers described in section 487, 492.‍1 or 492.‍2 without a warrant if the conditions for obtaining a warrant exist but by reason of exigent circumstances it would be impracticable to obtain a warrant."

This is yet another example of Mark Carney telling an easily verifiable lie in an attempt to amass power in his own hands.
