A l’occasion des commémorations du 25e anniversaire de l'abominable massacre de Katogota, dans le territoire d’Uvira au Sud Kivu par des éléments de l’ANC, la branche armée du RCD soutenue par le Rwanda, nos pensées se tournent vers les victimes, toujours privées du droit au deuil et otages d'une impunité institutionnalisée, malheureusement érigée en condition préalable trompeuse pour le rétablissement de la paix en République Démocratique du Congo.
Les négociations en cours avec les rebelles de l'AFC/M23, appuyés par l'armée Rwandaise, sans la prise en considération de la justice transitionnelle, laissent planer le spectre d'une funeste répétition des erreurs du passé, où des criminels de guerre ont été cyniquement récompensés par de hauts grades dans l'armée régulière et des fonctions ministérielles pour revenir administrer leurs victimes, au nom d'une paix illusoire.
C'est pourquoi, nous interpellons avec force les autorités congolaises, les instances régionales et les États impliqués dans la recherche d'une solution durable à ce conflit cruel qui ensanglante le sol congolais depuis déjà trois décennies, que la justice est le fondement indispensable pour conjurer la récurrence des atrocités passées et jeter les bases d'une paix véritable et pérenne, non seulement en RDC mais dans toute la région des Grands Lacs africains. À l'exception de l'accord-cadre d'Addis-Abeba, dont nous réitérons l'appel à la revitalisation, les différents accords de paix signés après la deuxième guerre du Congo ont prouvé qu'agir autrement ne fait que renforcer le cycle de la violence.
À l'instar d'autres nations ayant enduré la souffrance des conflits armés, le peuple congolais mérite de faire le deuil de ses morts et aspire légitimement à la justice, garantie d'une paix durable.
