@Lilyfrank16 Second, the way the colors/layers of the image are separated out in order to make the different screens is done in a really 2000s photoshoppy style-- and the white lines as details also seem a bit passe(harkens back to mid 2000s ipod ads and 'pop art' filters)
@Lilyfrank16 It looks like he screenprints his portraits and then paints 'details' over top; i think the reason why it looks so tacky is from the way that the images are processed before being made into screens for printing. First, it's straight from a photograph that (someone else) took.
