NYC's New Safety Standards for A2L Refrigerants Have Been in Effect for One Month — Here's What You Need to Know
On May 15, 2026, the NYC Department of Buildings' new rules relating to Safety Standards for Refrigeration went into effect, adding four new sections to Chapter 7000 of Title 1 of the Rules of the City of New York. Driven by Local Law 77 of 2023, this rule aligns the city's Mechanical Code with the transition to lower-GWP A2L refrigerants like R-32 and R-454B.
The rule formally adopts ASHRAE 15-2022 as the governing standard for A2L systems, establishing requirements for refrigerant detection, mitigation actions, prohibited piping locations, machinery room ventilation, and pipe shaft enclosures — including the requirement that refrigerant piping penetrating two or more floor/ceiling assemblies be enclosed in a fire-resistance-rated, ventilated shaft. That provision alone carries significant design and construction implications for multi-story buildings across the city.
