I was invited to attend today's
LEDAC (Legislative Executive Developmemt Advisory Council) in Malacañang to explain SB 1512 or the Independent People's Commission Act to Investigate Anomalies in Govt Infrastructure Projects. Being principal sponsor of the measure authored principally by Senate President Sotto, I am thankful that the IPC bill has been included by Malacañang in its list of priority measures.
In addition, I personally handed to the President a copy of Senate Bill 1547 that I filed as Justice Committee Chair, an act to create the Joint Congressional Commission on Justice Reform. As he was on his way out after the meeting, I took the chance and I explained the purpose of the justice bill to him and briefly asked him to consider certifying the measure as urgent.
SB 1547 seeks to undertake an in-depth analysis and a comprehensive review of the problems and challenges facing our Judiciary and the country's system of justice. In the face of the largest corruption scandal in the country's history, we need to take a long and hard look at how the Judiciary and the justice system has performed in exacting public accountability and justice and for the proposed Justice Reform Commission to recommend sweeping policy reforms to ensure swift and impartial justice will be achieved by a responsive, effective, Judiciary and justice system.
If it can take the Sandiganbayan 20 years or even more to decide corruption cases (which can still be appealed to the SC!), why should we even wonder why pervasive corruption refuses to go away?
If the Judiciary punishes swiftly and impartially, then the corrupt and corruption and abuses in government become a thing of the past.
