Over the years, @IISS_org has established an enduring partnership with Manama. As a new chapter opens in my professional life on 1 June, I intend to be in regular and ‘strategic’ touch with the many friends made here.

Russia’s war in Ukraine faces a growing crisis on the home front. Russia is reaching the limits of its industrial capacity and struggles to replace huge manpower losses.

To sustain its war, Moscow will have to mobilise its economy and society far more deeply and coercively. This will require command-like controls that would be greatly disruptive and unpopular. There are signs the Kremlin has begun to prepare for this. It will be a decisive moment for Russian and European security.

This is an example of how, in a fast-changing world, it is necessary that international law keeps pace. Europeans need to engage in more ‘international legal diplomacy.’ International law can become dated, just as can domestic law. Modernising international law is vital to ensure its continued legitimacy.

The war is not winnable for Russia, and it's turning into a demographic catastrophe.

Russia suffered 352,000 dead at the end of 2025. By now we are easily at 400,000 dead. That is 1% of the male Russian fighting age population of roughly 40 million. Another 2% are crippled and traumatized beyond repair. 1 out of every 30 Russian men between 18 and 60 has been killed or maimed by this war.

Progress on the battlefield keeps slowing. At the current pace, taking the average casualty rate per square kilometer over the last 12 and the last 6 months, Russia will need anything between 5 million and 25 million men to throw into the meat grinder just (!) to take the rest of the Donbass, Zaporizhia and Kherson.

This war is not sustainable, and it's certainly not winnable. Putin will literally run out of cattle to send to the slaughter before he can achieve even his minimum objectives.

Ukraine beginning to win.

During our meeting, I informed the head of Italian government, Giorgia Meloni, about the battlefield situation and our needs for strengthening the protection of skies. We discussed defense cooperation and agreed that our teams will work out the specifics of a drone deal between our countries.

We also addressed the situation in the Middle East and the Gulf against the backdrop of the war in Iran. We shared the outcomes of our talks with the leaders of the region and assessments of key positions. It is critical that after this war, there will be more security, not less, and that the interests of all nations are honored. What security will look like after this war is a global concern. And right now, all of us in Europe especially need to coordinate in a substantive way – to safeguard both our interests and our way of life.

Thank you, Italy! Thank you, @GiorgiaMeloni, for the meeting and for your support. In the first days of Russia’s invasion of Ukraine, Italy made a clear value-based choice – in favor of life, in favor of our defense.
