The United States needs a coordinated national strategy with milestone-based financing from resource identification to production.

Universities should train a skilled workforce, while the Department of War should lead efforts due to its expertise in national security.

Success should be measured by:

1. The production of separated oxides and refined metals,
2. The development of skilled personnel and,
3. The creation of resilient supply chains.
