Your Excellency, I write to you not as an enemy, but as a man who carried a rifle for this country before you carried its highest office. I write as one who buried comrades in Mozambique so that Zimbabwe would never again be ruled by decree dressed up as law. And I write with sorrow, because what you are doing this week shames us all. Hamuna nyadzi here, Shefu? Today you intend to drive Constitutional Amendment Bill No. 3 through Parliament. I will say plainly what your praise singers will not this is madness. Not madness of the mind madness of ambition. The most dangerous kind. Section 328 is not an obstacle. It is the covenant. In 2013, more than three million Zimbabweans voted for a Constitution whose term-limit architecture was its beating heart. Section 328(7) exists for one reason: so that no sitting president may bend the supreme law to extend his own stay. It was written with men like you in mind, Your Excellency. Not because the drafters knew your name, but because they knew human nature. Power does not surrender itself it must be bound in advance. CAB3 is an attempt to cut those ropes from the inside. You of all people know how this story ends. You stood beside Cde Robert Mugabe for fifty years. You watched a liberation icon become a cautionary tale because he could not hear the word "enough." In November 2017 the nation poured into the streets not for you, Shefu, but for the principle that no man is the state. Operation Restore Legacy was justified to us as the restoration of constitutional order. If CAB3 passes, history will record that you restored nothing. You merely waited your turn to commit the same sin. Withdraw the Bill. There is still time for a different ending. Withdraw CAB3. Declare publicly that you will leave office when the Constitution says you must, and that whoever succeeds you will inherit an unmolested supreme law. Do this, and you will be remembered as the man who broke the African curse of the eternal president. Refuse, and you will be remembered as the worst kind of leader not the cruellest, but the one who knew better and did it anyway. I do not write to flatter you and I do not write to threaten you. The men of my generation are too old for either. I write because somebody who once saluted the flag beside you must tell you the truth before the courtiers drown it out.The Constitution is not yours, Your Excellency. It is not ZANU PF's.
