Because Beijing sets the standard other Chinese cities follow, strong animal-protection language here can ripple nationwide — closing the loophole where abusers walk free if they aren't the dog's registered owner or if the victim is a stray.

Regarding the Beijing Dog Management Regulation (Draft), I offer the following amendments:
1. Broaden the scope of penalties for abuse (re: Articles 24 and 51):
Expand those who can be penalized from "dog owners" to "any person." Whether or not the offender is the registered owner, intentionally harming or abusing a dog should carry legal liability, with added fines and administrative detention.
2. Add protections for stray dogs (re: Chapters 3 and 5):
Add a standalone provision clearly prohibiting the abuse or harming of ownerless stray dogs, applying the same protections and penalties as for owned dogs.
3. Severely punish profiting from abuse videos (re: Article 51, Paragraph 2):
Define clearer standards for enforcement, impose heavier penalties on those who intentionally film, organize, or spread animal-abuse videos for profit, and establish a mechanism for online platforms to cooperate with investigations and promptly remove such content.
4. Clarify liability for theft, killing, and illegal profiteering:
Add a provision to crack down hard on stealing or killing others' dogs, or reselling them into illegal slaughter or abuse-filming operations.
5. Grant animal-protection organizations standing for public-interest lawsuits:
Allow legally registered animal-protection organizations to bring public-interest lawsuits over abuse of ownerless strays, or to report and file cases with police.
I hope the legislature will fully consider these suggestions and improve the draft.]
