A history lesson.
In 1965, Ian Smith signed Rhodesia's Unilateral Declaration of Independence (UDI). At the time, the bulk of Zambia's exports and imports passed through Rhodesia on to Durban.
90% of Zambia's fuel also came through Rhodesia. Oil tankers offloaded in Beira and the oil was pumped to the Feruka refinery in Mutare.
KK of course condemned UDI, and Rhodesia cut off Zambia's trade. In 1965-66, Zambia suffered a fuel crisis that fuel had to be airlifted into Zambia due to the cut off. TAZAMA and TAZARA were built to bypass Rhodesia. These were purpose built for Zambia after Rhodesia closed its border with Zambia in 1973.

I keep seeing people talking about Beira, Maputo and Walvis Bay as options, they are poor options.
Beira and Maputo ports are shallow and tide-dependent. You can't get very large container ships into the ports. Those ports are also prone to disruptions due to cyclones.
Walvis Bay's capacity at present can't handle very large copper shipments, there is no rail link from the port to the border with Zambia. Walvis Bay also has a poor sailing network depth, think of it as a bus station that has very few destinations. This means low frequency, limited carrier variety, vessel size and capacity. This is the reason why only a small fraction of Zambia's copper is exported via Walvis Bay.

HH didn't go to Tanzania because he agrees with whats happening there, he's went to strenghten Zambia's ties with Tanzania. Zambia can't afford any disruptions with the movement of exports and imports through Dar. Politics is ugly business and that is one reason I could never become a politician.
