The ridiculous thing is that all this can be done simply if the stop tap could be located but your policy says you want locate it until damage is caused that I have to pay for

@YorkshireWater how ridiculous that you won’t help me to locate YOUR external stop tap for me to pay for work to prevent damage, you will come out if damage/flooding occurs and then I have to pay for the damage.
How does this make any sense?
Prevention is better.

@YorkshireWater The internal stop tap needs replacing that’s why I needed to turn the water off.

It’s a legal requirement that an internal stop tap is fitted.
Is it a legal requirement that you fit an external one?
If so, where is it?
