The United States is announcing sanctions that target the networks smuggling conflict minerals out of the DRC to support the Rwanda-backed M23 armed group. M23 and its backers exploit the DRCâs vast mineral resources â wealth that rightfully belongs to the Congolese people â to fund weapons, pay fighters, and sustain a destabilizing insurgency that has triggered a severe humanitarian crisis. Todayâs action directly supports implementation of the Washington Accords for Peace and Prosperity, the historic agreement President Trump brokered between the DRC and Rwanda.
The United States welcomes the continued commitment of the governments of the Democratic Republic of the Congo and Rwanda to the peaceful resolution of longstanding tensions and disputes. We urge all parties to maintain momentum and fully implement the Washington Accords, including Rwandaâs commitment to fully withdraw its forces from eastern DRC without further delay and the DRCâs commitment to effectively neutralize the FDLR.
We also acknowledge and appreciate the important contributions of the State of Qatar, the African Union, and other international and regional partners in supporting the implementation process and advancing dialogue between the parties.
Sustained engagement, confidence-building measures, and the faithful implementation of agreed commitments remain essential to securing lasting peace, stability, and prosperity in the Great Lakes region.
