Everyone agrees that time spent on proper product discovery and generally being close to customers is vital & very high leverage, but in truth very few PMs (<20% ?) actually end up doing justice to it because they are too busy with 100s of tasks related to building the product, stakeholder management, cross-team coordination, and TPS reporting.
One predictable way to fix this, assuming you have limited staffing but a passionate product team, is for the EM / TL to take on more of that workload and, more importantly, for the PM to feel fine about actually letting go of the comfort of some of these operational tasks with quick feedback loops and embrace the discomfort of more ambiguous but higher leverage product discovery work.
