@TaylorRMarshall I'm shocked that you came to came to that conclusion. The pope may have changed and the cardinal ay the DDF may have changed, but Church Law did NOT. According to both the Canon Law of 1917 and 1983, anyone who consecrates a bishop without papal approval is excommunicated.

They look Catholic, but they were either consecrated by schismatic bishops (Old Catholic, CMRI, etc) or are self named bishops. The Catholic Church does not have bishops without a diocese
