Another road project has been launched in Wakiso. Infrastructure development is always welcome. Roads connect communities, reduce transport costs, and support commerce.

But there is a question we must begin asking more seriously as a country.

When Uganda finances infrastructure, who is actually building capacity from these projects? China?

If the contractor, the engineers, the technicians, the equipment operators, and even the supply chains are largely external, then the road may be built, but the industrial learning leaves the country when the project ends.

Infrastructure should not only produce kilometres of asphalt. It should also produce local contractors, experienced engineers, skilled technicians, and stronger domestic construction companies.

Every serious nation uses infrastructure spending to grow its own industries.

If we only build roads while importing the builders, we are not developing an economy. We are simply renting development.

Uganda must begin to treat infrastructure as a tool for industrial growth, not just project completion.
