I have a little experience with these guys and I can say I don't think we are winning against these menace anytime soon, if you understand their enabling system.

My little experience

We had a medical outreach in Mushin last year. Months of planning.
Plan was to do awareness, medical tests, give cooked food and we had packed bags of raw food too, we were distributing pads and more. We even went with security operatives.

When we got there and started our activities, you need to see how these boys swarmed us. They kept asking for money.
Some of them even threatened that they could scatter the outreach and cause a whole pandemonium.

One particular one if I recall well, he had blue lips and blue tongue stained from substances ( maybe Rohypnol), he looked unkempt, had tattoos all over him.
He was smelling of tobacco mixed with heavy cannabis.
His bloodshot red eyes stared at me.
He asked again with his heavy Hoarse voice... Oga Doctor drop something for boys.

We had been told not to hold wallets , money or anything due to how unsafe the place could be.
I told him, I didn't have any money.
He said he has account number that he will give me and I should make transfer.

Like clock work , he waved his fingers. One of the smaller boys, came with a paper with an account written on it.
I humbly transfered the money to him.

After I attended to him, I could not but notice his painted fingers and as he stood up, he had waist beads around his waist. I can swear I saw an adjourning panty lines just below the beads.
His trousers were held by a rope and not a belt.

During the sessions, when we started engaging them with music and health talks. I saw the guy kept getting closer to me, I was a bit scared but I then felt maybe I had bought his loyalty a bit, I heaved a sigh of relief then we got talking
