Member States have convened to strengthen oversight and advance priorities shaping the organization’s work for the year ahead.

Day 1
In Kenya’s capacity as Chair of the Programme, Budgetary and Administrative Matters (PBA) of the Executive Board, I was honored to deliver the PBA report in the 1st session of the 2026 meeting, at the UN Headquarters in Nairobi.
The session brought together Member States to deliberate on critical priorities shaping the future of sustainable urban development.
The conference now shifts from sector framing to national development perspective with the Keynote Speech delivered by QS. CASSIUS KUSIENYA, MBS, Ag. Housing Secretary, on behalf of Hon. @PSCharlesHinga CBS,CA ,(SA), Principal Secretary for the State Department for Housing and Urban Development.
And the message landing in the room is a significant one:
Africa’s housing conversation cannot remain only about demand.
It has to become equally about delivery at scale, capital mobilization, market-ready structures, and the policy environment required to make housing investable.
This keynote brings government perspective into the centre of the conference; connecting housing and urban development to the very issues this conference is tackling across the day: policy reform, transparency, institutional capital, long-term financing, and the role of market structures in unlocking real estate at scale.
From the podium, the emphasis is clear:
“The housing challenge is not only a development question, it is a financing and market-structuring question.”
“If we want to deliver at scale, we must create frameworks that allow long-term capital to participate with confidence.”
“The opportunity is not simply to build more stock, but to build credible, scalable pathways that connect housing delivery to capital markets.”
What makes this keynote especially important is that it widens the conference lens. It reminds the room that REITs and real estate capital markets are not operating in isolation; they sit within a much bigger national and continental agenda around urbanization, infrastructure, housing access, and sustainable growth.
