A registered voter can vouch for up to eight people, which is admittedly a bit silly, but the voucher must actually sign an oath, in front of an election judge, swearing that he is registered in the precinct and personally knows each person lives there.

Intentional violations of Minnesota’s voter-registration laws are felonies, and a materially false statement in a legally required sworn writing also constitutes perjury.

The stunt also skips post-election verification. Same-day registrations are entered into the statewide system, checked against government identification data, mailed verification notices, and unresolved eligibility issues can be referred to the county attorney.

O’Keefe conveniently stopped before signing the sworn statement that could expose him to prosecution, so no votes were actually cast.
