I think one of two things happened or both:

1: AI has peaked and the slow down movement is to protect the investment into these giant AI conglomerates.

2: AI is helping people build their own AI which matches or is better than their current models for its particular task. Therefor one company can not say ours won’t do that anymore, because the competitor can say we will continue or another will rise if all three big guys stop doing it. By enforcing regulations you cut out smaller competition and now we have 3 main companies who hold a monopoly on the market.

Thats my take - AI fear mongering is BS
