You are right, if the Anti-Spam license has expired, our cloud no longer filters spam. Also, with CleanTalk, you do not need to manually approve comments if the following option is enabled:
WordPress Console → Settings → Anti-Spam by CleanTalk → Advanced Settings → CleanTalk Comment Moderation.
When this option is turned on, your blog will contain only non-spam, relevant comments. In this way, CleanTalk provides automatic moderation of user-generated content.

It blocks crawlers/scrapers. Google bot it whitleast by default, but it can be reversable.
By the way, why even you want to block these kind of bots?
