Last night: 282 drones, Zircon and Iskander missiles, and North Korean KN-23s. Sixteen people killed across Ukraine, 59 wounded. In Kyiv, two dead from ballistic missiles. The night before, a historic market in the capital burned.

If those were military targets, the Russian army is at war with markets, apartment blocks and people asleep. Which, after four and a half years, is exactly what it looks like.

We are responding to Russia’s brutal strikes against life. Last night, thanks to our long-range sanctions, two oil refineries were hit – in Perm and Novoshakhtinsk. There were also hits on the Iskra Plant defense enterprise in Ulyanovsk, and the occupiers now have two fewer radar stations in the Rostov region. A few years ago, the fear in European cities had a name, and the name was ISIS. Trucks on promenades, knives at Christmas markets, a threat that came from nowhere and belonged to no state. Today the threat has a headquarters, a budget and a chain of command, and it sits in Moscow.

German investigators now believe the GRU was behind the arson attack in Munich on September 3, when incendiary devices were hurled from a moving car onto a construction site beside the offices of Rohde & Schwarz and Helsing, the company that supplies drones to Ukraine. Two Bulgarian nationals, the sort of disposable hired hands Russia prefers, are in custody. It follows the drone attack on Leipzig Airport, which makes two suspected GRU sabotage operations in Germany within a single month.

Call it what it is. Russia is not merely fighting in Ukraine. It is waging war in Europe, one warehouse and one construction site at a time, and Europe keeps filing it under "incidents."
