When you watch public investigations or enquiries into state or public corruption, certain things strike you. First , the main thieves or chief beneficiaries always lurk somewhere hidden in the shadows , unseen , untouchable, and hardly ever mentioned .They control what can or cannot be said and eliminate any brave or reckless characters who are liable to say harmful stuff. Second , the public faces of state looting are always arrogant, clueless , and unstrategic greedy characters who do dumb things. Often loud , conceited, and of average intelligence. Third , it is clear to the discerning that all grand corruption is both enabled, permitted , and deliberately tolerated as an intra-State control mechanism by patronage master puppeteers . When it suits them or serves their political or economic interests, their corrupt assets are immediately re-characterised as public liabilities . Fourth , no one ever steals big from the public sector with private sector accomplices . In fact , in order to catch public sector grand corruption, you need both public sector whistle-blowers and private sector embittered competitors who lost out on big tenders . These are more thorough investigators that most police services .
Ultimately, the script is the same everywhere. The arrogant,greedy , foolish ones become -with plenty evidence - fall guys or boogeyman. Sadly though, when folks who chop national assets and wealth willy nilly finally get caught by the long or lazy arm of the law , the public soon realises that they are pathetic ,stupid , foolish, timid , and spineless characters . Bravado - for some reason - always lacks the courage to face the music , full accountability, or go down alone . Boastful and showy characters are the type that will never go down alone. When - not if- the law finally pinches them , they always squeal or rat on their network of co-conspirators
