I finally figured out how to create a portrait in The Sims 4:

1. Press TAB and center the view on the subject you want to paint.
2. Press Ctrl+5 and exit TAB mode.
3. Ask your Sim to ‘Paint from Reference.’
4. Press the 5 key.
5. Take the photo and start painting.
