Also I think Phrolova is a bit of an unreliable narrator since the Fractsidus can tamper with memories and GA wants to break Rover down to their level

One of the reason why past Rover's decision to erase their memories is so heavy is because they had those bonds and promises. It's the one and only time they erased their memories as far as we know
