If you consistently outperform your peers, you're required to do irrelevant busy work, otherwise people would accuse you of not doing your job correctly.

One of the most interesting things to me is that the school is still in control of who gets paid. If the state is fine with socialism in this one case, why not tax players to better feed and shelter the poor.
