If Thor and Hulk were on Earth during Civil War, the sides are actually very clear:

Bruce's biggest trauma is the collateral damage Hulk causes (Johannesburg in Age of Ultron broke him). He would absolutely agree with Tony on government oversight and regulation to keep weapons of mass destruction on a leash. Plus, General Ross heading the Accords means Bruce wouldn't want to become a fugitive hunted by the military again.

As crown prince of an alien realm, Thor is not subjecting divine Asgardian authority to a United Nations committee. He respects Steve's warrior ethics, but realistically, Thor would laugh at the Sokovia Accords, tell both Steve and Tony they are acting like squabbling children, and fly off to deal with cosmic threats.

So when Tony watched the tape of Bucky choking his mother to death, and then realized Steve knew the truth and hid it from him, it destroyed their friendship. Demanding the shield back wasn't about property or vibranium; it was Tony stripping away Steve's right to wear Howard's legacy. If Steve was going to protect the man who murdered Tony's parents, Tony wasn't going to let him carry his father's symbol of honor for another second.
