Manufacturer Breaker Bill AB 1777 (Garcia) is no longer moving forward following strong opposition from CMTA and a broad coalition of 66 organizations representing businesses, manufacturers, local chambers, supply chain partners, and job creators across California.
The bill would have imposed significant new costs, duplicative regulations, and operational uncertainty on California’s supply chain, ultimately threatening jobs, increasing costs for businesses and consumers, and undermining the state’s competitiveness.
California can continue improving air quality without disrupting the movement of goods that powers our economy.
Thank you to the coalition partners, legislators, and stakeholders who helped raise concerns about the real-world impacts of AB 1777.
Thank you to @SenBobArchuleta for championing SB 1059 to modernize the Employment Training Panel, support employee training, and strengthen workforce development.
SB 1059 helps keep California manufacturing competitive!
SB 954 would reverse California’s progress in advanced manufacturing by adding regulatory burdens that slow investment, increase costs, and limit facility expansions and modernization.
CMTA is urging lawmakers to keep California moving forward, not backward, and vote NO on SB 954. ❌
What’s next for California’s economy, and where does manufacturing fit in? ⚙️

We honor their courage and selflessness as a reminder of the values that strengthen our communities, our workforce, and our nation.
Three bills. Major impacts on California manufacturing.⚠️
See the top “Breaker Bills” CMTA is tracking this legislative session, and how they could affect jobs, investment, and the future of manufacturing in California.
CMTA is strongly advocating against these proposals and urging lawmakers to protect the industry, keep manufacturers competitive, and vote NO.

California leads the nation in manufacturing, and maintaining that leadership requires policies that encourage investment and growth. That is why the Legislature and Governor Newsom rightly created a CEQA exemption to help accelerate advanced manufacturing projects.
Unfortunately, SB 954 would effectively gut that exemption by imposing complex approvals and unattainable conditions on advanced manufacturing projects, leaving virtually no projects eligible for CEQA streamlining.
This is not just about large manufacturing facilities. Supply chain entities would also be excluded, as would expansions and renovations to existing manufacturing sites, even when those projects are designed to upgrade equipment and processes to meet California’s climate, energy, and environmental goals.
Given California's efforts to lead in manufacturing innovation and environmental progress, this policy doesn't make sense. It will drive up costs, slow project timelines, and discourage investment in the state.
CMTA encourages lawmakers to say NO to SB 954 and protect California's leadership in advanced manufacturing.

On the Governor’s May Revision:
CMTA appreciates proposed investments in recycling and remanufacturing that will help manufacturers navigate California’s recycling mandates.
However, raising taxes on employers already struggling with high costs and heavy regulation will make it harder to invest, grow, and keep good-paying manufacturing jobs in California.

🚨California manufacturers face a critical June 1 deadline under SB 54, the state’s sweeping packaging law.

California manufacturing is a cornerstone of local economies like Rancho Cordova.
CMTA recently visited board member company @tritooltech, where CEO Chris Belle explained how the proposed Manufacturing Investment Credit (MIC) would deliver immediate savings to his business by freeing up thousands of dollars to reinvest in new equipment, employees, and growth right here in the community. 🙌
We also spoke with Diann Rogers, President & CEO of the @RanchoChamber, about the region’s expanding manufacturing sector and how the MIC would encourage further investment and strengthen the area’s economic future.
The Manufacturing Investment Credit is a smart, targeted policy that will help manufacturers grow, create jobs, and keep California competitive.
📣 CMTA is calling on the Legislature and @CAgovernor to include the MIC in this year’s budget and make a meaningful investment in California manufacturing. #PassTheMIC
