Unless hackney cars are somehow emissions free and unable to hit pedestrians or cyclists they are just as much the problem.

But if someone is reporting increased congestion at a site that has 5,000 fewer vehicles/~30% decrease daily then surely it has to raise questions? Either the reporter doesn't have an objective view on the change or some other factor has changed 1/
