@jordanbpeterson Thanks for posting the C40 Cities document link. It doesn't seem to talk about banning flying or clothes buying. But it does suggest some sensible ways for cities to adapt to extreme weather e.g. floods & fires which seem more frequent. Were you thinking of another document?
